Procedures for Change of Nationality, effective as of 1st June 2007

Change of rule: Competitors under 18 years of age

Further to the latest revision of the General Regulations (22nd edition, effective 1 June 2007), we wish to bring the modification of Article 142.4 to your attention:

If the competitor is under 18 years of age when his/her entry to the competition is submitted, his/her National Federation (NF) or Chef d’Equipe must nominate a representative for the event and register him/her on the entry sheet.

The representative may be:

  • a parent of the competitor
  • the Chef d’Equipe
  • the team coach
  • the team veterinarian
  • the owner of the horse
  • any other responsible adult in connection with the competitor and the event.

The Organizing Committee (OC) and the NF must be informed of the name of the representative prior to the beginning of the event.

The minor competitor remains the Person Responsible

The representative may represent the minor Person Responsible in all dealings with the OC, the NFs, the FEI Officials and the FEI Headquarters, including but not limited to:

  • Witnessing the medication process
  • Co-signing any form for which a signature of the minor PR is requested (eg: Medication Control Form (or equivalent), Acceptance Letter, etc.)
  • Giving an explanation or the information requested by the FEI in case of a positive test result, etc.

If the NF and Chef d’Equipe fail to nominate the representative either parent of the competitor may be considered as the representative.

When the representative is from another NF than the PR all communications shall take place through the PR’s NF.
