Im Jahre 1965 begannen am Betriebswirtschaftlichen Institut für Organisation und Automation an der Universität zu Köln (BIFOA) auf Initiative des damaligen Forschungsleiters Dr. Paul Schmitz die Vorarbeiten zu einem Forschungsprojekt, durch das die Vor aussetzungen eines wirtschaftlichen Einsatzes von Programmier sprachen untersucht werden sollten. In der Praxis der Program mierungbestand zum damaligen Zeitpunkt noch ein Übergewicht zu gunsten der maschinenorientierten symbolischen Programmier sprachen, obwohl sich bereits abzeichnete, daß die Anwendung pro blemorientierter Programmiersprachen ständig zunehmen würde. Nurwenige Benutzer von ADV-Anlagen besaßen jedoch genaue Vor stellungen vom Ausmaß der Vor- und Nachteile unterschiedlicher Pro grammi er sprachen. Nachdem sich die Bereitstellung von Landesmitteln für das For schungsprojekt "Die Wirtschaftlichkeit problemorientierter Pro grammiersprachen" mehrere Jahre verzögert hatte, gründete das Institut zu Beginn des Jahres 1968 einen Studienkreis, durch den wertvolle praktische Erfahrungen von ADV -Anwendern beim Ge brauch unterschiedlicher Programmiersprachen erschlossen wer den konnten. Zur Mitarbeit in diesem Studienkreis stellten sich zehn interessierte ADV-Fachleute zur Verfügung: Wolfgang Fischer, Projektleiter, Mathematischer Beratungs und Programmierungsdienst GmbH, Dortmund; Hermann Förster, Leiter der Systementwicklung und Program mierung, Rheinische Braunkohlenwerke AG, Köln; Dr. Martin Graef, damals Leiter der Abteilung Programmier systerne und Programmiersprachen, Deutsche Lufthansa AG, Frankfurt am Main, heute Direktor des Zentrums für Daten verarbeitung, Universität zu Tübingen; Werner Grodde, Hauptabteilungsleiter der Kaufmännischen Systementwicklung, Henkel & Cie.
